Fix autoload race in gitlab-compose-kit

Description

Pipelines in gitlab-compose-kit are failing because of a race condition in autoloading stuff in the notification recipients service. See https://gitlab.com/gitlab-org/gitlab-compose-kit/-/jobs/465846479#L6976

This merge request fixes the race.
