Update project import limit
What does this MR do?
This MR reduced Project Import API rate limit from 30 per 10 minutes to 30 per 5 minutes in order to assist Professional Services team with the migration efforts using Congregate as they reported it to be too restrictive.
This setting will eventually become an application setting that is going to be adjustable by administrators, similar to https://docs.gitlab.com/ee/user/admin_area/settings/rate_limits_on_raw_endpoints.html
Original !22644 (merged) rate limit figure has been based on some of the analysis done over a 3 day period. However, ProServ team would like to bump this limit in order to help them with the customers migrations from self managed to .com. in a more efficient manner.
