Enable warn_on_records_fetched_greater_than in dev

What does this MR do?

This MR enables config.active_record.warn_on_records_fetched_greater_than in development mode. This setting was introduced in Rails 5 and could help to prevent memory bloat.

If the result set loaded is greater than the limit, a warning is posted in the log.
