Removes Omnibus section from security template

What does this MR do?

  • Removes Omnibus section from security release template.
  • Also adds a warning specifying the issue should only be modified by RM and AppSec team members.

Omnibus GitLab is currently moving its security development to GitLab Security, because of it, it's no longer necessary to add the issues and merge requests to the Security Release Tracking template.
