WIP: Use SECURITY_SCANNER_IMAGE_PREFIX in CS template

What does this MR do?

This MR adds a SECURITY_SCANNER_IMAGE_PREFIX environment variable to the Container-Scanning template to allow air-gapped configuration without needing to override the image variable, providing a more consistent user experience.
