Add doc requirement for API development

Sometimes I see merge request with API endpoints but without docs. And I am worried if docs will be added later.

I could not find requirements for it. So I suggest we specify it explicitly.

What do @gitlab-org/maintainers/rails-backend think? Maybe there is already process for it 🤷
