Remove elasticsearch_use_routing feature flag

What does this MR do?

This MR removes elasticsearch_use_routing feature flag (introduced in #193172 (closed)) and enables it by default. It was enabled at 12:00 UTC March 12th on prod with a noticeable latency improvement.
