Update DS template to detect scala

What does this MR do?

This MR updates language detection for dependency scanning operating in DS_DIND=false mode.

Example of a project running with this change: template include and job execution Example of a project without this change: pipeline result - gitlab doesn't allow this project to proceed because no matching language is detected and thus no job matching any criteria can get invoked.
