What does this MR do?

In gitlab-org/gitlab-ee!2644 system_hook_id was ignored and removed. This MR removes the ignore_column again from GeoNode.

Why was this MR needed?

Follow-up for gitlab-org/gitlab-ee!2644, as per https://docs.gitlab.com/ee/development/what_requires_downtime.html#dropping-columns.
