License compliance documentation: removing deprecated and update classifications
What does this MR do?
Per #12937 (closed), license compliance updated it's classification terms used in the UI. This MR removes deprecated terms seen in the documentations and replaces with new:
New terms (and deprecated):
- Uncategorized, admin has not selected classification

Allowed (replaces
approved
), admin has classified license as acceptable -
Allow (replaces
approve
), used in the call-to-action seen in the MR (admin view) to classify license as Allowed -
Denied (replaces
blacklisted
), project participant views this classification when admin classified license as not allowed -
Deny (replaces
blacklist
), used in the call-to-action seen in the MR (admin view) to classify license as unacceptable
