Disable dumping schema after migration on PRD

What does this MR do?

This MR disables dumping the current DB schema after running rake db:migrate (production env only).

Context: We've recently switched to structure.sql which uses pg_dump to export the DB schema. There might be potential permission problems with pg_dump.
