WIP: Add Static Site Editor endpoint

What does this MR do?

Issue: #212558 (closed)

This MR adds a new endpoint for Static Site Editor. It checks user permissions and applies extra validations.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
