Eliminate FF for first_mentioned_in_commit_at

What does this MR do?

This MR cleans up the store_first_mentioned_in_commit_on_issue_close feature flag.

Related issue: #21865 (closed)

Note: changelog have been already created for the change when the FF was set to default on.
