Indicate to users what version of GitLab introduced DAST API Scans

What does this MR do?

Adds a note to the DAST API Scan documentation indicating the Gitlab version that introduced the feature.

While the API Scan feature is actually a part of DAST, the DAST.gitlab-ci.yml changed to accommodate this new feature (see !28494 (merged)). This change was made in 12.10.
