Enforces capitalization of Minikube
What does this MR do?
Ensures spelling of Minikube is as per: https://kubernetes.io/docs/tasks/tools/install-minikube/.
There are no violations of this rule in this project yet, but have seen it elsewhere and want to treat gitlab project as the SSoT for rules.
I'll regularly sync the rules here to our other projects, fixing violations in other places as I go.
