Document application limit on milestone overview

What does this MR do?

Documents the new Application Limits on milestone overview issues count.

Previously we applied a much lower limit to this page and it broke some workflows so we reverted it. Currently the page will time-out when trying to load higher numbers of issues so this change fixes that behaviour only, allowing the page to load albeit with a limited number of issues.
