Add DB guideline about not disabling cops

What does this MR do?

We've recently added new DB Cops to ensure stability across our migrations. Some examples are:

• !28161 (merged)
• !28132 (merged)

This MRs adds a statement into our Database Review guidelines to ensure Cops are not disabled unless there's a good (valid) reason to.
