Use `license_scanning` in `enabled_reports` keys

What does this MR do?

A fix for #205522 (closed)

In MergeRequestWidgetWEntity we have a field enabled_reports, we're removing license_management from its keys and replace it with license_scanning key, since license_management is deprecated in favour of license_scanning.
