Unify the jira issues import feature flag check
What does this MR do?
This MR adds a small refactoring to jira issues import feature flag check so that it is defined in one place, i.e. project model. This will also help to set the feature flag to enabled by default so that jira import feature can be defined as released #213554 (closed)
