Move deploy keys section back to repository settings

What does this MR do?

In this thread #212775 (comment 314651890), it was decided to move the Deploy Keys section back to the Repository settings.

This MR undoes what that MR !25444 (merged) did.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
