Document TLS verification with private Maven repo
What does this MR do?
The License Compliance tool does not offer a supported way to private a custom root certificate that can be used by Maven. This MR adds documentation on how to connect to a custom Maven repository with a self signed certificate by bypassing TLS verification or providing a custom Java keystore for Maven to use.
