Prepend EE modules in the last line for Banzai

What does this MR do?

Contributes to #213970.

This MR moves all prepend_if_ee calls to the last line of each file in lib/banzai. This allows us to enable 👮 Cop/InjectEnterpriseEditionModule in these locations 🎉
