WIP: Add report artifacts' links to release evidence

What does this MR do?

#32773 (closed) - We want to include test results(reports artifacts) into the release evidence.

This MR includes artifacts URLs in release evidence.

Artifacts will expire, in the next MR I plan to make them preserved.
