License Compliance: Add note about exact name matching
What does this MR do?
This change adds a footnote to describe a constraint when detecting software licenses in an offline environment. Today's detections are based on the SPDX identifiers sourced from https://spdx.org/licenses/licenses.json. In an offline environment accessing this endpoint may not be possible. In this scenario the detection falls back to an exact match on the name of the software license configured in the software license policy.
