Default :jira_issue_import_vue frontend feature flag to on

What does this MR do?

This MR defaults the :jira_issue_import_vue frontend feature flag to on, and updates screenshots in the documentation. Defaulting to on shows the Vue app instead of the HAML templates for the Jira Import feature
