jestodus: move a few Frontend specs

What does this MR do?

• Removes unused user_avatar_svg.vue
• This moves 2 frontend specs from karma to jest:

spec/frontend/vue_shared/components/markdown/suggestions_spec.js
spec/frontend/vue_shared/components/project_selector/project_selector_spec.js
