Rename group import/export config to legacy
What does this MR do?
With the ndjson introduction, the current group import/export configuration will be deprecated.
This is required because the current configuration doesn't export the groups parent_id, which is required to map the group tree when using ndjson.
The classes envolved were already renamed on other MRs:
Originally all the effort to enable ndjson on for Group Import/Export feature was done in one MR, which endup being too big. @ayufan then suggested to split that work on smaller MRs to make the work easier to review.
