Add GRADLE_CLI_OPTS to documentation

What does this MR do?

This change adds documentation for the GRADLE_CLI_OPTS and how it can be used for the license_scanning job. I couldn't help myself, but I also sorted the variables in alphabetical order.

1. Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
