Add ability to query projects in GraphQL API

What does this MR do?

Related to #214583 (closed)

As a part of #214583 (closed) we need to have a way to query projects that can be added to the Instance Security Dashboard. In this MR we add only ability to search by membership toggle and search query and this is the initial work for Projects GraphQL (mentioned in #28961 and #23059). As we are reusing ProjectsFinder this can be easily extended with params available currently in Projects REST API (documentation), this is the first iteration of that effort.
