Clarify compliance framework project labels docs

What does this MR do

This MR seeks to clarify the language in our documentation for compliance framework project labels.

Why this change is being made

Some internal feedback suggested it's unclear what these labels do or if they have any affect on existing settings within the project.

I've added a suggested change to clarify these labels are only informational in nature.

An additional update may be necessary to clarify a link to these docs within the UI itself (cc @dmoraBerlin)
