What does this MR do?

Add internal api endpoint to toggle geo node status

• Add api endpoints to toggle replication
• Remove enabled check in jwt auth, the check only ran for the status endpoint, and we actually may want an endpoint status even if it's paused.
• Add helper method to geo node for use in upcoming MR
