Mandatory active_users param for SyncSeatLinkRequestWorker#perform

What does this MR do?
Update SyncSeatLinkRequestWorker#perform by making active_users mandatory.
The active_users parameter for SyncSeatLinkRequestWorker#perform
was updated to be optional as part of !28241 (merged)
for backward compatibility as recommended in the docs, so that the any existing jobs would run successfully.
This changes are part of a follow up issue to make the arg mandatory in the next release (13.0)
