Value Stream Analytics: Cleanup title section

What does this MR do?

This MR is part of #206962 (closed)

It removes the separator below the title on the group level page and adds a margin between the title and the filter bar to be consistent with other Analytics pages.

In addition, it adds the title to the project level VSA page.
