Refactor usage data fallback argument

What does this MR do?

Removes the fallback argument and use it as a constant

• Removes the fallback argument from count and distinct_count
• Refactor license_scanning_jobs which was in compatibility mode
• alt_usage_data should go on to have a fallback argument as it's alternative
