Adding subsection about Alert bot
What does this MR do?
GitLab created Alert Bot causes confusion for users because they don't know what it is, or why it's needed. I've added a section to the Prometheus alerts to docs because the bot creates the issues driven by these alerts.
I've used similar wording which currently exists in our docs for Support bot.
