Add specific PSQL instructions for clarity

What does this MR do?

This document change clarifies exactly what a user must do when setting up an external PSQL database with GitLab.

We currently link the user to this page https://docs.gitlab.com/ee/administration/high_availability/gitlab.html, but we give no instructions on what information is relevant to them (just the PSQL stuff). To simplify this, lets add the relevant information to this page.

Please note I have added postgresql['enable'] = false to the instructions which will disable the bundled PSQL.
