Log Cloudflare request headers

Stan Hu requested to merge sh-log-cloudflare-headers into master

This commit logs the Cf-Ray and Cf-Request-Id request headers in both the controller and API logs. This will make it easier to triage issues with Cloudflare.

As discussed https://gitlab.com/gitlab-org/gitlab/-/issues/36231#note_339435089, we need this to track down some issues with source IPs.
