Save Feature Flag Toggle Switch State on Edit Page

What does this MR do?

This fixes the toggle switch pictured in the screenshot below.

The flag state was not being passed to the backend, so the changes were not saved when "Save changes" was clicked.

This is for an unreleased feature behind a feature flag, so there is no changelog entry.
