Move package list components into shared for upcoming work
What does this MR do?
As part of the preparation work for #197962 (closed), this moves the following components into a shared packages folder and updates the dependant components and any Vuex bindings. These are being moved in preparation for a second MR which will implement the rest of the functionality required to complete #197962 (closed), which will use these components outside of the packages/list page where they were defined previously.

As part of this move, we have removed the getCommitLink getter and changed it to be a util. This is because the Vuex store dependency has been removed from these components.
