Remove LSIF API endpoints which aren't used

What does this MR do?

We used the endpoint for the first code intelligence iteration (!23674 (merged)). Now the files are directly fetched via Workhorse: !27688 (merged). Since the functionality is only used internally and behind a feature flag, we can remove it
