Remove connection pool metrics env var

What does this MR do?

Following !31476 (merged) and gitlab-com/gl-infra/production#2162 (closed), this:

  1. Removes the env var check for these metrics, so they're always on.
  2. Adds documentation, as they're always on.

For gitlab-com/gl-infra/scalability#153 (closed).
