Fix VSA path navigation feature flag

What does this MR do?

Issue: !32409 (comment 345138965)

This change fixes the VSA path navigation feature flag check to properly include the group: push the feature flag after the group is loaded.

Additional test cases have been added to ensure that the feature flag is exposed to the frontend properly.

I added ~backstage label for this since the ~bug is not user-facing.
