What does this MR do?

Implements find_registry_differencesfor PackageFileRegistry -
Hooks up RegistryConsistencyWorker with Package Files
It does not contain a changelog as it's not needed. Also, this change has to go to the documentation (doc/development/geo/framework.md) but I would like to add it in a separate MR when we agree on the changes.
