Add keyboard shortcuts to metrics dashboard
What does this MR do?
Adds keyboard shortcuts to the actions dropdown in the metrics dashboard
The shortcuts will not be displayed until we can define how shortcuts should be displayed across GitLab, per the proposal in the issue
The shortcuts are

d- Download CSV -
c- Generate link to chart -
a- Alerts -
e- Expand chart
