Add UTC setting for the date time picker
What does this MR do?
Implementation of date picker of #214370 (closed)
Adds a utc mode to the date time picker. When enabled, interprets and emits dates without considering the local timezone of the client.
- UTC mode is indicated by adding a UTC label.
- Includes a few refactors in the time picker mini library
- Adds a lot of tests!
No changelog is included because this property is not yet used.
