Place packages scope under Package Registry condition

What does this MR do?

Currently the Package Registry Scopes are under a Container Registry condition. This causes the Package Registry Scopes to not render if the Container Registry is disabled.

This MR removes that condition, and places it under a Package Registry condition instead, causing these scopes to only render when the Package Registry is enabled.
