Add status page to Project Operation Settings Docs

What does this MR do?

I noticed that we never mention the permissions required to setup the status page here:

https://docs.gitlab.com/ee/user/project/status_page/#syncing-incidents-to-the-status-page

It should be maintainer permissions as documented at the top of the projects settings page. This is my proposal to keep it DRY by referring to the permissions only at the top of the project settings page.

• Informed Infrastructure department of a default or new setting change, if applicable per definition of done

If this MR contains changes to processing or storing of credentials or tokens, authorization and authentication methods and other items described in the security review guidelines:

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
