Add NuGet metadata and dependency links to package presenter

What does this MR do?

Issue: #36422 (closed)

This adds the nuget_metadatum and dependency_links properties to the package details presenter so that they are available in the frontend.

No frontend work is included in this MR, there will be two follow up MRs to this that implement the usage of this newly available data.

Note: changelog entries will come in the two follow up MRs.
