Bump cluster-applications version to 0.18.0

What does this MR do?

Bumps cluster-application docker image from 0.17.0 to 0.18.0

Main changes are:

• CI variables defining the values files path are now set by default inside the image.

It also includes several small fixes, most related to the the cluster-application repo itself. For a complete diff:
