Support user-defined links in metrics dashboard

Fixes the issue: #216385 (closed)
Supports the MR: !32895 (merged)

What does this MR do?

1. FE: Creates LinksSection.vue component
2. FE: Creates an entry in Vuex store for links but will always be empty array
3. BE: Adds links in PrometheusDashboard model accessors

Note

1. This does not affect the UI
2. !32895 (diffs) will parse the yml file and set links in Vuex store.
